On April 12, 2016, at approximately 2224 hours, Sgt. Henke conducted a traffic stop on S. Pershing RD near W Helm St. Sgt. Henke ran a female named Rada Renee Velazquez, DOB 01/20/1982, through dispatch before I got on scene. Dispatch advised Velazquez was suspended. I made my way to Sgt. Henke’s location. I arrived on scene approximately 2230hrs. I observed Sgt. Henke had a female out of the vehicle standing behind the vehicle stopped. I made contact with Sgt. Henke and the female and identified her as Velazquez. Sgt. Henke had consent to search for Velazquez. I watched Velazquez in front of Sgt. Henke’s patrol vehicle as Sgt. Henke searched the vehicle. While standing with Velazquez, I could smell an odor of intoxication coming from her breath when she spoke. I asked Velazquez if she was a diabetic. Velazquez advised she is a diabetic and she hasn’t eaten anything. Velazquez advised her diabetic tester kit is in the vehicle. I advised Sgt. Henke to grab her diabetic kit. Velazquez tested her blood on her diabetic kit and showed an 85 as a result. …show more content…

Henke performed Horizontal gaze nystagmus test on Velazquez. Sgt. Henke requested Velazquez to say M to Z without singing them. Velazquez advised she couldn’t perform that test. Sgt. Henke requested Velazquez count 53 to 67. Velazquez agreed and counted 53 to 67. Sgt. Henke concluded Velazquez to be too intoxicated to drive a motor vehicle.
