On April 12, 2016, at approximately 2224 hours, Sgt. Henke conducted a traffic stop on S. Pershing RD near W Helm St. Sgt. Henke ran a female named Rada Renee Velazquez, DOB 01/20/1982, through dispatch before I got on scene. Dispatch advised Velazquez was suspended. I made my way to Sgt. Henke’s location. I arrived on scene approximately 2230hrs. I observed Sgt. Henke had a female out of the vehicle standing behind the vehicle stopped. I made contact with Sgt. Henke and the female and identified her as Velazquez. Sgt. Henke had consent to search for Velazquez. I watched Velazquez in front of Sgt. Henke’s patrol vehicle as Sgt. Henke searched the vehicle. While standing with Velazquez, I could smell an odor of intoxication coming from her breath when she spoke. I asked Velazquez if she was a diabetic. Velazquez advised she is a diabetic and she hasn’t eaten anything. Velazquez advised her diabetic tester kit is in the vehicle. I advised Sgt. Henke to grab her diabetic kit. On Friday, May 26,2017, at 1222 hours, Officer Hudgins and myself, Officer Alexander, responded to a domestic dispute on 3408 Seabass Rd. Upon arrival, both the witness and the suspect were sitting on the front porch. The victim was inside the resident at the time. The parties were brought outside, identified and separated for interviewing. The victim was identified as Olivia Reynolds.
On 7-31-2015 Officers were dispatched to a disturbance at 6884 N.Ridge Rd. Upon arrival, Officer McClure and I Officer Butram spoke with Maranda Degennaro. Maranda had a strong odor of an alcoholic beverage coming from her person. Maranda’s speech was unclear and she was visibly upset. Maranda was unable to stand without assistance.
While on patrol, I was checking Pleasant Hill Primitive Baptist Church on Needmore Road and observed a burgundy Tahoe sitting stationary, close to the woodline of the church. I exited my patrol car and approached the driver side of the Tahoe. I quickly recognized the driver as William Anthony Thomas, who has a felony warrant with our agency. Thomas was then detained until further investigation. Thomas name was ran through dispatch and they advised that he had a felony warrant for DUI-Felony.
On 3/23/16 at 9:26 P.M, Transship Desk Clerk Eric Warrior notified Shift Supervisor (S/S) Enmanuel Cabrera, that a truck driver backed into a stationary trailer that was located on fence line in the Truck Yard. Upon entering the truck yard, S/S Cabrera was met by Bar Nunn trucking’s driver Joyce Alhelo. The driver stated that while backing Bar Nunn trailer 13167 into slip location F927, she accidently hit Bell trucking’s trailer 1305 on the passenger side. Then, S/S Cabrera took pictures of the damage that was caused.
After the test was over, Ptl. Salvador conducted Horizontal Gaze Nystagmus Test again to confirm. Vazquez said lights were bothering his eyes and he was advised that the lights were not directly on his eyes. Vazquez then started move his head and he was told to stop move his head. After the test, again, Vazquez was asked if there was any more of alcoholic beverage or any other drugs that he took.
So, officer Sultemeier and I ended our search and made our way to the Recreation yard to find inmates CORPUS, CAITLYN DIANE #6904 MELUGIN, AMBER LYNN #7077 arguing. We then separated the two inmates and pulled out MELUGIN, AMBER LYNN and talked to her about why were they were fighting. MELUGIN, AMBER LYNN stated that “CORPUS, CAITLYN DIANE #6904 is picking on VANN, RACHAEL MICHELE #6737 and how if they were on the streets somebody would’ve checked that bitch”. I located the KPD Rape Case 15-27355 which identified a subject named Ricardo Oropeza-Quiroz (DOB 12-30-1993) as being contacted with Hicks. It was also determined that Oropeza-Quiroz was an involved party in KPD Hit and Run Case 15-22411. In the Rape case, Hicks and Oropeza-Quiroz were people of interest. That case is still under investigation.
The deputy also noticed the license plates from California, what he considered a drug source state. Among other observations the officer concluded that their travel plans of working in construction did not tie with the clothing and lack of tools in the vehicle. The deputy asked for identifying documents which he verified. He returned the paperwork and thanked them for their time dismissing Guerrero and Torres. As the deputy walked he turned around and asked Guerrero several new questions.
On 6/14/18 about 1655 I was riding partners with Sgt D. Comodeca #1790 when I responded to a domestic at 3713 NW 27TH ST. When I arrived SU Palmer, Derrick had already left the scene. I spoke to VI Pollock, Marguerite who said SU had been on her property before our arrival and had just left the area. Pollock said Palmer had been calling and leaving her voicemails since May 18th of this year.
I requested Trooper Bullar to stand by with Pierson while I went and spoke to Smith inside the residence. I knocked on the front door and entered the residence. Smith was sitting on the couch in the living room. Smith had food on her left arm and there was food on the couch. Smith stated she was sitting on the couch and Pierson was in the kitchen preparing food.
On 02/08/2017, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1520 hours I was told to interview a woman who was to believed to have been sexually assaulted.
