Public school music learning is a great instrument toward the development of educated children. The “3 R's” have long been the classic slogan when referring to offering of learning in the American classroom. Traditional scholastic setting in the United States eventually evolved to include an even more complete academic environment upgrade to also add the valuable subjects and studies of Science, History, and Social Studies. Compared to neighboring public school districts, the Needmore Public School District, exhibits an alarming lower grades and scores than the other elementary, middle, and high schools. This letter is be presented as a proposal to provide remedy the low performance in student academic report by developing Learning to sing or play a musical instrument as a member of the school music is an important and urgent toward a student's complete and successful education. Music and Art classes have been proven to have had a big effect on students. These classes have brought up grades, attendnce rate and higher SAT scores. These classes have opended up the kids mind and have made them more complex thinkers in other classes with higher level questions,better understadnings and higher attendence rates. Kerry Washigton a well known actress and one out of many celeberties that have helped by adopting these schools and helping to rasie money has said that without classes like this when she was young she would not be who she is today. Washigton said that with these classes she learned how to work with others and was an esstinal part in her education growing up.

Budgets have been cut for music, art, foreign language, and, in some cases, physical education. All the attention has been diverted to the core subjects - math, English, history, science. Preparing the music teachers philosophically, psychologically and competently brought about many changes in the United States Education curriculum. While it is a fact that a music teacher must be equipped about music history, theory, literature, and the will to perform, it is also a necessity that they will give emphasis about the contributions of contemporary music and world music. Music have undergone decades of transition that greatly influenced the legality of music instruction. Bennett Reimer's 1971 clarified the relationship between aesthetic principles and music education and his subsequent monograph broadly influenced music teachers to legitimatize music instruction that was based on more deeply felt beliefs regarding the nature and importance of musical experience.
People say that spending money on arts in education is a waste of resources. This article states, “The academic benefits of art education are unproven”(See). Although, there are many examples and observations of art improving the education of a child and helping them to focus their attention to the task at hand. It is also stated, “Listening to music, however, does not seem to have a positive impact. Or at least there is no evidence to suggest that it does.
