INTRODUCTION:
This case involves the suspect being arrested for PC 148(a)(1)-Resisting/Delaying a Peace Officer and CVC 12500(a)-Unlicensed Driver.
LOCATION DESCRIPTION:
This incident occurred on Waverly Drive east of Pasadena Avenue.
EVIDENCE:

• Abrasions on left elbow
• Abrasions on left knee
• Abrasions on right leg below knee
• Swelling/Abrasion above right eye
INVESTIGATION:
On 02-23-17 at approximately 1935 hours, I was working uniformed patrol in unit #12. I was traveling east on Del Mar Boulevard approaching Fair Oaks Avenue. I observed a white Nissan Altima in the number two lane directly in front of me. The vehicle did not have a rear license plate in violation of CVC 5200(a)-No rear license plate.

Hidalgo later told Officer Kim that he had blurry vision in his right eye. Officer Kim tranported Hidalgo to the Huntington Memorial Emergency Room (HMH) for medically clearance.
I remained at the scene in order to impound the vehicle. The vehicle was later towed by Master Auto Tow located at 640 N. Fair Oaks Avenue in Pasadena.
I drove to HMH and remained with Hidalgo for the medically clearance. Hidalgo was admitted into the hospital under HMH MRN: 001631840 and FIN: 0002524503. Hidalgo was later medically cleared for booking (see attached HMH paperwork).
I then tranported Hidalgo to the Pasadena City Jail for booking. Hidalgo was later issued a citation for PC 148(a)(1)-Resisting/Delaying a Peace Officer and CVC 12500(a)-Unlicensed Driver (#416168). Hidalgo is scheduled to appear at the Pasadena Court on 04-07-17 at 0830 hours.

The charges stem from a March 19 traffic stop near the intersection of County Roads 160 and 77, where a deputy observed a driver failing to yield from a stop sign and then execute a U-turn in the middle of County Road 77, according to Chief Deputy Richard Haun. Approached by a deputy, Lanning opened the vehicle’s glove box to retrieve the registration, at which time the officer observed a .45-caliber in the compartment, said Haun.

I had the female step out of the vehicle when she did I told her to get her bag as well, she said it was not her bag. At this time I removed the bag from the vehicle and sat it on the toolbox located on the bed of the vehicle. The female then went to speak with Officer Woodruff. I later took the bag to Officer Woodrufff while he was speaking with the female. At this time a computer check reveled that Green had several warrants.
Your affiant transported CONTI to the police station where a series of psychophysical divided attention tests were performed; some of which he was unable to successfully complete. The tests were performed inside the Shenandoah Police station on a flat, dry surface due to the weather conditions and snow covered roadways. I explained my findings to CONTI and requested him to submit to a chemical test of blood. CONTI related he recently ingested marijuana and indicated it would appear on the blood test. CONTI agreed to submit to the blood test and was transported to the Schuylkill Medical Center South Hospital where the blood sample was drawn from his right arm at approximately 1519 hours.
The officer initiated a traffic stop and observed there were three men in the vehicle. The men were identified as the driver Partlow, and the passengers Pringle, and Smith. The officer asked Partlow for his license and registration. When Partlow opened his glove compartment to get his vehicle registration, the officer observed a large roll of money inside the compartment. He ran Partlow’s information for any wants or warrants and he came back negative for both.
P.O. Carlus Ingram and P.P.O Harris responded to Interstate 70 Westbound exit ramp at Salisbury Street for a call for a “Department Accident.” After responding they were advised by Driver 2 that he was stationary on Interstate 70 westbound at Walnut Street relative to a call for construction debris on the highway. Driver 1 was traveling westbound on Interstate 70 approaching the rear of Driver 2 patrol vehicle. 10 Investigative Skills (7PA0006337) - Officer Stark responded to a PC211-Robbery radio call at 1038 E. Colorado Blvd. The comments of the call stated 2 Female Asians and 2 Male Asians pushed the Victim out of his wheelchair and took his wallet containing $25. We observed two male Hispanics, later identified as Suspect Pedro Ramirez-Gonzalez and Salvador Padilla sitting on the east steps of the Avalon Pasadena Funeral Home and Cremation located at 415 E. Orange Grove Bl. Officer Cass and I parked and exited our patrol unit.
On August 2, 2009, David Leon Riley who belong to the Lincoln Park gang in San Diego, California open fire with others on a rival gang member that was driving past them. They then got into Riley’s Oldsmobile and drove away. The police pulled over driving a different car on August 20, 2009 for having expired registration tags, because Riley was driving with a suspended driver’s license, the required police policy is for the car to be impounded. Before any car is impounded, the police are required to perform a inventory search to make sure it has all the components at the time of the search, to protect against liability claims in the future, and to find hidden contraband. Among other observations the officer concluded that their travel plans of working in construction did not tie with the clothing and lack of tools in the vehicle.
