Policy Analysis: Megan’s Law Sexual violence, particularly against children, is a significant issue all around the world. In the early 1990’s in the United States, there were multiple well-publicized cases of sexual violence against children. From kidnappings, to rapes, and everything in between, violence was being committed against children and something needed to be done about it. In 1996, Megan’s Law was passed in response to the sexual assault and death of Megan Kanka, a seven-year-old from New Jersey (Corrigan, 2006).
On November 4, 2011, Jerry Sandusky, former defensive coordinator for Penn State, was accused of sexually abusing eight children during his time at Penn State. More news followed saying that officials at Penn State knew about the incidents, but failed to report any of it to law enforcement. Jerry Sandusky was with Penn State for a total of 32 years. In that time, his actions outside of football didn’t go completely unnoticed. In 1998, an 11-year-old boy told his mother that Sandusky showered with him and may have engaged in some inappropriate contact.

The mishandling of Sandusky by the school has led to the damaged their reputation and credibility. This scandal has left many of Penn State’s organization in a crisis. Management was greatly affected by Sandusky actions, because they failed to report what was really going on. They simply ignored it; this has led to loss of business, or donations, and talented students and staff. They felt as though the leadership did not care about Penn State or the victims.

Colleges across the United States have failed to meet justice for victims with confrontations. The film is concentrated on Annie. E. Clark and Andrea Pino, two graduates of the University of North Carolina at Chapel Hill, who decided to file a complaint about their assaults while they were attending the University.
The concept of criminal failure to act is an interesting one in that in the one hand it tries to make persons to be orally and ethically responsible for the common good, on the other hand it attempts to restrict or stop criminal liability in situations in which the defendants have no control over (Sistare, 1989). One of the things we can do to make this a better place is tell that someone's in danger which will end up saving their lives. This relates to the article “To Tell or Not to Tell” that provides examples of when someone didn’t say when their friends were in danger, causing them to lose their colleague to negligence. However, there are times when people do tell and they help their friends and possibly save their lives. Although some teens of “To Tell or Not to Tell” by Mary Kate Frank have argued that people don’t speak up because they’d rather not get in trouble or make their friends mad at them, closer examination shows you should speak up because if you don’t, your friends could become severely hurt or die due to your actions.
In the article “School Violence Beyond Columbine: A Complex Problem in Need of an Interdisciplinary Analysis” by Stuart Henry, he makes the argument that perpetrators of school violence typically have “previously been the victim of violence over time, and the extent of the extreme violent event is the outcome of the effects of reciprocal victimization at multiple levels rather than at just one. ”(Henry p. 1256) I will explain what the above statement means by discussing the Individual level, the Group level, and the Institutional/ Organizational level where victims experience the effects of the violence. With each level, I can express examples of student victimization and demonstrate how “it is important to identify a wide range of violence at different levels of society that affect the school and see how these are reciprocally interrelated in the school setting as a process over time”.
