James Monroe was inaugurated on March 4, 1817, and is the fifth president of the united states. James Monroe, in his entire presidency, only had to veto one bill introduced by congress. This bill was, “An act for the preservation and repair of the cumberland road.” James monroe rejected this bill, because it would force other people to pay for the damage of the road, and Monroe thought that this was unconstitutional. Monroe even said that an amendment would have to be passed in order for something like this to work. After James Monroe vetoed the bill it was sent back to congress. After it was sent back to congress his veto was not overruled. For him to have been overruled congress would have had to get two thirds of congress agree for the bill
