Policing in America is anything but standardized. With over 18,000 police agencies from federal, state, and local levels, the United States law enforcement system is one of the most decentralized in the world. The localized nature of our policing has created complexity and tension between governmental bodies due to “…organizational problems in coordinating national security activities, and combating terrorism in particular.” (Waxman, 2008) Combating terrorism is nothing new to American law enforcement: the 1920’s saw bombings in New York City, during the 80’s there were multiple bombings at separate U.S. embassies, the 90’s brought the World Trade Center bombings, the Oklahoma City bombing, and attacks by “Unabomber” Ted Kaczynski.

(Waxman, 2008) The World Trade Center attacks of 2011 prompted new urgency at the local level and the rapid advancement of technology has reformed the way local authorities fight crime. Creating beneficial resources such as the Real-time Crime Center, Counter-Terrorism Unit, and the Special Operations Center, New York City has pioneered the way for its police department to become a leading force in the war on crime.
New York’s Real-Time Crime Center (RTCC) is an information technology hub providing three key elements to record keeping: data warehouse, data analysis, and data wall. Eliminating the need for paper reports and having an all-in-one data center puts invaluable information in the officers’ hands in mere seconds which affords police officers much needed additional time to solve crime. The state-of-art initiative was a multifaceted project initiated by New York City Police Department Commissioner Raymond Kelly and opened for business in 2005. The system has the capability of sorting through 120 million New York City criminal complaints, arrests, and 911 call records dating back a decade; five million New York criminal records, and more than 31 million nationwide crime records. The unit is comprised of Emergency Services, Harbor, Aviation, and Mounted units. Within these units are the following sub-units: Scuba Team, Canine Team, and Emergency Medical Squad. Special Operations typically assist in dangerous conditions such as accidents, standoff situations, deescalating emotionally disturbed individuals, and search and rescue efforts (land, air, and water) just to name a few. Comparing the justice system of Canadian with the United States legal systems we find some similarities as well differences in the form of the legal system. However, viewing the Canadian criminal justice system it is somewhat separate in its combined judicial legal system where all the courts share the same system to include Canada’s Supreme Court which has the final decision authority throughout Canada. On the other hand, the United States has two parallel and independent judicial systems. The federal judicial system applies to federal law where the state judicial system is independent at the state level.
All across America, an epidemic of law enforcement perverting their power over the people has broken out. Statistics show that, every eight hours, someone’s life is taken away by the very people who are supposed to protect it. An African-American man is about twice as likely to be executed by an officer as a Caucasian man, whether they pose a threat or not. Jess Colarossi from ThinkProgress.org reported that, “several Delaware police officers wound up fatally shooting the wheelchair-bound man.”
Law enforcement and Homeland Security professionals have similar yet contrasting responsibilities that create nuances in the types of information they can use, the quality of the information, and the ways in which they use it. Law enforcement agencies typically have access to data that best allows for patrolling and investigative purposes, especially in local and statewide areas. On the other hand, Homeland Security professionals tend to have more comprehensive access to data. The data and databases that Homeland Security professionals can access typically deal with federal crimes, immigration, and other data that pertains to national security. Some examples of data that law enforcement agencies have access to and regularly use are social media, Records Management Systems (RMS), and Geographic Information Systems (GIS).

Although everyone loved police officers on September 12, 2001 (McLaughlin), times have changed and the entire criminal justice system as a whole has adjusted. Public policy making and strategies are just the tip of the iceberg for these changes (Dowler). Of 600 polled law enforcement agencies by the International Association of Chiefs of Police's Center for Social Media findings, 92% percent use some form of social media (90% use Facebook, 50% use Twitter, and 37% use YouTube). Ironically, although media caused the negative bias and false expectations, social media is viewed as effective by 2/3 of the departments in the poll in improving community relations, not to mention assisting in investigations (qtd. in Siner). The implementation of dash cameras as well as body cameras by more and more departments can help in solving crimes as well as put the community more at ease because everything is being recorded

Reflection 3: Denver PD On April 13, 2023, Sergeant Damon Bowser and Crime Analyst Samantha Diemer of the Denver Police Department attended our course to speak about policing gangs in Denver, as well as describing the roles of gang units and crime analysts within. Bowser began the presentation speaking about his role in the gang unit as the investigative supervisor, which included all gang crimes going directly to him, as well as all juvenile with handgun cases and graffiti cases. The United States has an expansive decentralized police force where each state and most communities each have their own police department. The positives to a decentralized method include the police being close to the people they serve, thus bettering the relationship between the people and by holding the local department more accountable for their actions. Despite the positives that overshadow the negatives, decentralized police organizations often suffer from a communication breakdowns, except they usually occur between different departments whose jurisdictions and duties overlap with the other departments in the region. The other major issue with decentralized units is that due to the information breakdown, efficiency is typically sacrificed (Walker & Katz, 2013). For instance, LMPD with the various special units likely overlap in certain cases leading to retracing steps and costing the taxpayers more money.

If any kinds of incident happen then it will be the evolution to identify the criminal. Not only that, it will provide the criminal exact address. But, before implementation this technology it is very much important to merge the national identity database and the surveillance system server. On the other hand, every security surveillance system has to link with a single secure server.[3] In a free country safety and security is in high priority.
Police (Disadvantages) • Crime mapping is open source information which anyone can access online, adversaries included. Crime mapping will aid adversaries in planning and earmarking criminal activities based on the information provided online. Adversaries can clearly see where police forces are most active and which locations are targeted more often. Adversaries can therefore target the same locations due to poor base line security measures from local police, residents and companies, or target locations where police activity is minimal. Crime mapping is man power intensive and requires additional support updating the system with real time information.
