Negotiations, if done correctly, create peace among the sides. The Versailles Treaty was a sad excuse for a negotiation which resulted in even more conflict than ever before. Between the years of 1914 and 1918, powers such as Germany and Austria-Hungary engaged in war against France, England, Russia, and the United States (Hook). This resulted in the fatality of 17 million military officials and civilians throughout the warfare (Hook). Once the bloodshed concluded, leaders of the world met and planned to create a treaty to end all wars. In the treaty, it it stated that, “...Germany must not exceed one hundred thousand men, including officers…” and it did keep Germany in check buy tensions were high among Germans about this new regulation (Doc B). This number was, “...devoted exclusively to the maintenance of order within the territory…” and basicly the military was turned into a police force that handles outbreaks within Germany (Doc B). The total reparations were set at $55,000,000,000, a number that many saw as excessive and unfair (Document 1). Germany’s economy was already struggling from the war, and the reparations only made things worse. The payments were very difficult to make due to the high levels of inflation and the fact that Germany had to pay in gold or foreign currency, which it did not have. These terms, combined with the disruption caused by the war, led to a period of hyperinflation in Germany during the early 1920s. They printed large amounts of paper money in order to make the payments, creating an inflationary spiral.
Those circumstances were caused by Germany using valuable land, having extreme restrictions against their military, being forced to pay reparations, and forcing them to admit they were totally to blame. Over 30 nations were involved in World War I and there were two main sides of the war, Great Britain, France, The United States, Russia, and Italy (The Allied Powers) who fought against Germany, Austria-Hungary, Bulgaria, and the Ottoman Empire ( The Central Powers). When he says “No nation can remove this hand from its throat except by sword” he means that if you want to bring yourself out of danger then you must use violence or force.
