The DCMP provides free access to thousands of “free-loan described and captioned media titles” so long as users are “deaf, hard of hearing, blind, visually impaired, or deaf-blind students, their teachers, parents, and others whose use of the DCMP benefits at least one deaf, hard of hearing, blind, visually impaired, or deaf-blind student.”
