Lyndon Johnson’s presidency was full of significant challenges as soon as his campaign began in 1964, mostly because of the unrest from the Vietnam War. At first, Johnson believed that the Federal Government did not have to play any part in fighting crime in the United States because it was only a local department problem. During this time, there was not any data or research about crime in the United States. When he finally realized that there were things that could be done by the federal government to reduce the levels of crime, he created a group to start developing solutions to banish crime in March 1965. One of the issues at the time was dispatch time; there was a long amount of time between emergency phone calls and the moment that the officers left to the victim’s aid. A recommendation discussed was an improvement in the technology involved in the communication between the dispatch office and the officers themselves. The needs for upgraded recruiting systems, minimum standards, and training are very prominent. They found that the biggest reason for the inadequacy of the smaller police departments was insufficient funding and lack of expertise to lead the trainings. The final recommendations include: provide financial aid for smaller departments, establish minimum training standards, and conduct research through agencies designed to find ways to improve police service. On December 28, 2014, President Barack Obama signed an Executive Order to establish this task force to examine how to build up public trust and relationships between the police and the community. The task force includes notable scholar, law enforcement leaders, and community representatives. This group held public hearing for the last several months throughout the country and heard opinions of over 100 citizens.
