This was the time when prohibition was put in the law saying no one in the United States can consume or sell alcohol anywhere. Many criminals took advantage of this law and became very powerful from dealing and smuggling liquor. Many of them would have garages where they would hide it and when they smuggled it they put it in their boot this is called “bootlegging”.
