Reason Case was accepted for investigation: On 8/15/17, Hennepin County Child Protection accepted a report of alleged predatory offender- threatened Sexual Abuse of Mathew Campbell by his maternal grandmother, Ami Fenster who is required to register as a predatory Offender. Per the reporter Ami Fenster is a predatory Offender due to a sexual offense. Per reporter on June 25, 2017 in Maricopa, AZ, Ms. Fenster was involved in sex trafficking and child prostitution of a 17 year old Female. Per reporter Ms. Femster served time in Arizona Prison from 2008-2010. Per report, Ami Fenster does not reside with the reported minor, but has “visits often” in the home of Jessica Kempkes. Per reporter the minor child is Mathew Campbell and Ms. Fenster is the maternal grandmother of Mathew. Per reporter Ms. Fenster does have approval from correction and/or the Court to have contact with minors, the victim was a minor, and Ms. Fenster is compliant with her probation/Supervised Release conditions. Per reporter Fenster has 1 ECRC level. Per reporter, Ms. Fenster has to call the probation officer when a minor is present and it is expected that another adult is present with Ms. Fenster and that minor. Jessica stated that she is aware of her mother’s criminal history and predatory offender history. She stated that her mother Ms. Ami fellows the probations protocol by calling her probation officer each time she visits her grandson. Ms. Jessica stated that she is present each visits. She stated that they either stay home and cook together or go outside for family outdoor activities. She also stated that Ms. Ami is working on building relationship with them because she was absent for years due to her criminal history.
