After the evaluation on local community, I will apply Utilitarianism on the parent. Parent is the unique stakeholder group in this case because the tuition hike is not directly impacting them. Even though many students are paying their own tuition fee in college, some parents are the ones who pay it. Parents not only need to earn the money for their own living, many parents also need to help their children out. Any extra cost can cost a family collapse because many families are still living under or at the poverty line. According to Poverty USA, “in 2015, 43.1 million people lived in poverty in the U.S.” This is 13.5% of the U.S population, and it means that many people are not living in good condition. The government is suffering the pain because all the above stakeholder groups are suffering. First, government is suffering when student group is suffering. As student group suffers under the tuition hike pressure, students might take student loan to pay for the expensive tuition. However, student loan does not mean is interest free. “The average student loan interest rate for undergraduate is 4.66% in 2015. (usnews)” Many students have decided to take the student loan but they cannot afford to pay it back after they graduate from college. According to Wall Street Journal, more than 40% of student borrower are not making payment for their student loan. In this case, the government is suffering under pain because it cannot get the loan back from students. The conflict between student borrowers and the government is because of the interest rate. Many students have never realized what is interest rate until they get their bill to repay the government. On the other hand, the government believes that it should get the interest payment since they subsidize these student borrowers for their college. Therefore, if CSU and UC increase the tuition, it will produce pain on the student group, and government will also be suffering because the student borrowers are in pain and might drop out from college. First, we have student in pain under the tuition hike pressure, and we will subtract one from the function. Then, we have the local community who is also suffering in this action too. So, the function is minus two on this point. After the local community, we have the parent opinions that they are in pain too. The function is down to minus three now. Then, we have the government, and it is a pain for the government. We will deduct another point from the equation. Finally, school faculty is the last group, and they are also in pain if the school system increase the tuition. At the end, the hedonistic calculus has given the answer of negative five, and that mean the Utilitarian will disapprove the action and consider the tuition hike is an unethical
