The following document provides a Project Charter for the Ottawa Music Festival to be hosted at Rideau- Carleton raceway from 9-11 august’2019 by Insomniac events. The charter describes the background and objectives for the project and explains the strategy behind the project management structure proposed by insomniac events. In order to meet the proposed targets, approval of this Project Charter by the Ottawa Tourism Association is required within 30 calendar days from the date of this report.
The management philosophy for organising the music festival is that insomniac events will manage the entire range of activities like marketing, booking artists, setting up stages, acquiring licences etc. Insomniac will use resources from SFX entertainment

The RBC Ottawa Bluefest generated close to $40 Million in economic impact in the year 2014 and hosted 300000 audience (RBC Bluefest, 2018). In 2016, RBC Bluefest owing to growing popularity witnessed first sell-out of tickets in two decades (RBC Bluefest, 2018). Based on research by Nordicity in 2013 for the Ontario Media Development Corporation it was found that live music companies in Ontario generated $628 million in revenue from live music activities in 2013 (Nordicity, 2013) and live music in Ontario generated profits of $144 million in 2013 (Nordicity, 2013), major source of revenue is from ticket sales and sponsorships. The first leg of the music festival will take place in august 2019 in Ottawa with cost 3.50 million cad. The planned dates for the event are 9-11 august’2019. Note that this cost is a Class B estimate with a range of plus 25% to minus 10%.
