In the opposite side, opponents argues that the legalization of cannabis will not affected the black market at all. After researching the reasons behind both positions, the conclusion is that the legalization of weed is a blunder that made by Justin Trudeau and his Liberal government. Legalizes recreational marijuana will not accomplish the purposes the government expect. In the support side, the Canadian government claims that it is beneficial to legalizes marijuana under three main reasons: to kill Canada’s marijuana black market, to reduce access to cannabis by underage users, and to loosen the burden of the criminal justice system. Unfortunately, it is just a good intention that will not comes true. Instead, the black market will not be affected under the policy of legalizing weed. Donald Macpherson, the executive director of the Canadian Drug Policy Coalition says, “There’s a huge, complex system out there operating in the world that has been delivering excellent product to people at reasonable prices for 40 years now” (Perkel 2017). This quote reveals that the black market has a advance system of selling marijuana to people. The illegal market has gained good reputation by selling weed for 40 years, which means that the user would rather purchase the drugs from the black market because it is more familiar and trusted to them. Therefore, the black market will not be affected by the policy due to its well developed trafficking system. There is also precedent that proves legal pot will not be a threat to the illegal market. “In Oregon, illegal marijuana still accounts for more than 35 per cent of the market.
