Cooperated worldwide organizations stated adolescent birth rate as an essential global indicator for maternal and reproductive health. Commencing, the World Health Organizations formulated comprehensive strategies consisting its fifth strategic goal to improve maternal health by achieving universal access to reproductive health at 2015 (WHO, 2008). The articulated strategies focuses on social protection, health, gender equality, and poverty attempting to provide and facilitate maximum opportunities for adolescents. The strategy where stated to intervene at two levels, the policy level and the community level aiming to review existing policies and legal documents by developing new ideas as well as proper approaching the community through comprehensive education and proper leadership skills. One expected output of the framework is delivering of a comprehensive age appropriate information and education for adolescent and young people. Action plans involves workshop programs for counsellors and primary/secondary school teachers, development trainings for social workers and peer-educators, integrated life skills educations of teenage pregnancy issues on curriculum school syllabus and designing comprehensive national behavior and social change communications. This strategy framework is unique because it deals with children, aiming to assist every individual on the transition period from childhood to adolescence. There is least expectations that the strategy will upgrade progressions for the future of Sierra Leone. How can the strategy be evaluated effectively while it does not compensate the essence for the emerging life-threatening existence of poverty? To better respond, free education is the only key. Strong education should be invested to advocate, and support children and their parents especially from poverty families, in order for behavioural change to take place and prevent school dropout. Otherwise, the strategy should have enforce national practical laws for parents to invest on their children especially girls to eliminate poverty and make penalties on parents whom are irresponsible for their children’s training. This should be enforced prior to other special trainings because adolescent have their own contextual personal beliefs and foundations that determine their lifetime choices and for that, education can make the difference.
