The United States is in a better position since the passage of the Homeland Security Bill in the event of a catastrophe in comparison prior to the 9/11 event. Homeland Security was not something anyone really knew about. There was no difference amongst homeland protection contrary to our country’s rivals and the obligations of law enforcement as far as protection of society and possessions.
