Army Design Methodology F-AWA This paper will address two focused areas central to decisive action. The first focused area will answer the question: Explain the five tools and techniques of reframing within the Army Deesign Methodology (ADM). Furthermore, demonstrate how they are related and the process of reframing. The assessment plan incorporates measures of performance or measures of effectiveness to evaluate tasks, objectives and current end state conditions. Effective assessment plans incorporate the logic used to create the plan. Assumptions and an operational approach build assessment plans based on broad conceptualization of the actions that produce the conditions that define the desired end state. Understanding the commanders’ logic as to why the actions in the plan will produce the desired end state is an important consideration when developing the assessment plan. If the assumptions prove false, the commander and staff will need to reframe the problem. Assessment working groups are a consolidation of staff members that bring different views and expertise that help develop a comprehensive assessment for the commander. These staff members originally participated in developing the environment frame, the problem frame, and the operational approach. Reframing indicators help identify conditions in the operational environment that have shifted or caused a change in the problem making the current operational approach may no longer be credible. The whole idea of ADM is to question assumptions, ideas, points of view and possible scenarios. Commanders and staffs rely on critical thinking understand situations, identify problems and make educated decisions. When individuals think critically, additional questions arise requiring more in-depth research or discussion. Having more background knowledge, speculative information and situational facts will improve the quality of thought. Creative thinking brings different perspectives, new ideas and breaks habits of doing the same thing expecting different results.
