Because the Internet consists of several interconnected networks and most endpoints Internet (eg., Websites and other content providers) are not connected directly to the network of AT & T, the company must connect to other networks, and exchange traffic with them to offer their subscribers the ability to upload or download data from the Internet endpoints that are connected to these networks. To that end, AT & T has signed trade agreements to exchange traffic with these networks (and the networks that connect these) according to the agreed terms by mutual agreement. Links that AT & T and other networks used to exchange such traffic can become congested at times. Under its agreements with these other networks and long-standing practice, AT & T may establish or expand connections between your network and other networks only under the agreed terms by mutual agreement. The possibility that the client can upload or download data from endpoints Internet that are connected to other networks could be affected if AT & T is unable to reach agreement on the terms of interconnection or extending the network to the other networks.
