During 1905 through the 1930s this was known as the era of August Vollmer (Reform era). August Vollmer was known to be one of the best during his policing career and was known to establish the development of police professionalism throughout the U.S. He also established the system of red lights from persuading the Berkeley City Council, which was the first signal system in the United States. August Vollmer became the chief of police in Berkeley, California during a time where the whole United States was having problems with law enforcement in their communities. (Peak 21) In 1907, August Vollmer was investigating a suicide case he suspected was murder, Vollmer obtained useful information from a professor named Leob of biology/chemistry at the University of California. Professor Leob confirmed that a murder case had poisoned involved. August Vollmer saw value of scientific knowledge in criminal investigations.
