What we see in Avatar is a whole new different perpective of living and the other worldy being not being from the world they make use of advanced science and explore the concept of time travel whereas in District 9 we plainly see a known environment which it is mainly based on Earth where, but not forgetting that District 9 meets the SF genre criteria well enough with the futuristic machinery that is being used and the weapons that are being brought out by aliens. Avatar is more deliberate and obvious in the displaying of the criteria of SF genre it would need to meet they highlight all the futuristic machinery and vehicle , technology and so forth. This is also made obvious by the Utopia setting introduced as Pandora ,thus i conclude that Avatar is more likely to be seen as a True full-fledged Science-fiction movie whereas District 9 may just have hints of Sci-fi in
