In 1828, General Manuel Mier y Terán conducted an official tour of Texas and concluded that the Mexican government should take action regarding the issue of keeping Texas in the Mexican federation. He noticed that Americans had established their own communities such as those they had in the U.S. and were not adopting the Mexican culture. Because of that report, the Mexican Congress passed an 18 article designed legislation to enhance Mexico’s control over Texas called the Law of April 6, 1830. With the passing of the new law, further settlement of emigrants into the United States was forbidden. Sam Houston was a key figure in leading the movement towards independence. He was named the commander of the Texas military and led the battle of San Jacinto gaining victory over Mexico and winning the final victory required to gain full independence from Mexico. Jim Bowie was a frontiersman who was in charge of the volunteers during the Battle of Concepcion. William Travis was a lawyer who was sent to San Antonio to command alongside with Jim Bowie. Travis assisted in the preparation of defenses of the Alamo. David Crockett was a frontiersman and politician who defended Texas during the 1836 Battle of the Alamo. Crockett, his men, Jim Bowie, and William Travis were all killed on the morning of March 6, 1836 when General Antonio Lopez de Santa Anna gave the order for his Mexican army to attack the Alamo. Two immigration policies that proved problematic for Mexican officials were the National Colonization Law of August 18, 1824 and the State Colonization Law of March 24, 1825. The National Colonization Law of 1824 allowed Mexican states to set their own settlement policies and restrictions as well as encouraged more migration into Texas. The State Colonization Law of 1825 was established to boost settlement and migration to Texas. It also stated that Coahuila and Texas would be united under a single state
