On 04/23/2016 at approximately 23:15 hours deputies discovered a vehicle parked on the bridge that goes over the Ninnescha river, in the 800 block of E. 110th AVE North Sumner County, KS. the vehicle matched the description of a vehicle that was seen leaving the area of a verbal disturbance with shots fired. Deputy Coon went and made contact with the driver as I gave the vehicle information to dispatch. The vehicle was a white Chevrolet truck with Oklahoma tag of 541KQY VIN of 1GCGC29R5VE127727. After the vehicle information was given to dispatch I walked up to the passenger side door and began to look inside. Sitting in plain view in the passengers seat was an open bottle of FireBall Whisky. She also said she had smoked out of it earlier in the night. Coke said she only smokes and drinks a little bit, but not enough to make her intoxicated or high. Coke was concerned after the pipe was located that she was going to jail. She also wanted to know if she could keep the pipe. After speaking with Coon I decided to arrest Coke for the possession of drug paraphernalia and transportation of an open container. I placed Coke into handcuffs and told her what she was being charged with, the handcuffs were checked for proper fit and double locked. Coke was then placed in the back seat of my patrol vehicle for transport to the Sumner County Jail. Coke was booked into the Jail on the above named charges, when all of the necessary paperwork was complete I turned custody over to the detention staff. The bottle of FireBall and the glass piper were packaged in the evidence room and placed into evidence locker #4 and secured. The dash cam video was uploaded and also placed into the evidence room.
