To an extent that they have to remove most of the barriers to split-run magazines. Please allow me to explain.
Protecting a market because of the financial interest of another market is a very controversial matter. In a situation where Canada Trades in other market products such as the in steel, wood, plastics, textiles and apparel are considered to be in jeopardy because of magazine industries, the Government must come to compromise. Otherwise they will loss in many folds.
The US threatening of imposing retaliatory against other Canadian products alone is a pressure enough, not left out with what might happen if foreign magazine producers in Canadian felt discriminated.
The Canadian Government, however, benefit from the successful Split-run effect of foreign magazine as it is realized that these can help foster in Canada. This was analyzed in 1970 by a special Canadian governmental Committee on Mass Media. It was even meant by the Canadian Government, that touchstone of Canadian national identity. This means to me that there is also a great benefit in the 89% foreign magazine sold in Canada. What do you think?
