St. Paul Police Department: The policy talks about both rigid and expandable batons which may be used by their police officers. Similarly to the use of ECD’s, they added a section which talked about certain prohibitions. Furthermore, they talked about avoiding striking a baton to the head, neck, throat, or spine unless use of deadly force is permitted. The policy also mentioned topics such as the reporting the use of the baton, reporting if an officer loses a baton, and exceptions to carrying the baton. Paul Police Department: The policy talked about the use of restraints in order to prevent damage to property or harm to anyone. It listed several types of restraints, such as: metal handcuffs, leg shackles, plastic/fabric restraints, hospital styled leather or fabric human restraints and other equipment directed towards securing the legs of a suspect. The restraint tool focused on in depth was the use of handcuffs, which they added several procedures to do so. Minneapolis Police Department: The MPD policy also covers maximal restraint techniques. Here they talk about the proper procedures to follow when applying the MRT as well as safety issues regarding the use of it. Part of it being defining several associated terms, including: hobble restraint device, maximal restraint technique, prone position, and side recovery position. Summary: Both departments talked about restraint techniques in their policy which was very interesting. The MPD focused on the maximal restraint techniques while St. Paul talked about restraint techniques in general, with a special insight into handcuffs.
