The protagonist is Jeff Smith and the antagonists are the corrupt politicians, amongst them being Joseph Paine and Jim Taylor. What makes Jeff Smith the protagonist is his naturally good-hearted and likeable nature. He’s a clumsy, morally right, and ‘unlikely’ hero throughout the film whose goal is to help the Boy Rangers of America in his hometown and inadvertently eliminate some corrupt politicians from the senate. What makes Paine and Taylor the antagonists of the story is their selfish desires to see their dam-building graft, hidden in another bill, passed.
