Charter schools are public schools that are financed by the same per pupil funds that traditional public schools receive. They are open to any student who wishes to attend regardless of where they live. It is an independently run public school that is granted greater flexibility in its operations. Charter schools are governed by each local community which usually includes teachers and parents. They operate with freedom from the regulations of district schools. Therefore teachers have more freedom to create its own educational program. Instead of traditional public schools, charter schools provide alternatives. It is a public school but is a different type of public school. In states with charter laws, students don’t have to go to their assigned school in their local school district and can enroll in a charter school instead. That means a student is not stuck in their zone school. They allow students from other geographic area the ability to enroll. But not everyone gets in because there is only a limited amount of seats. Since charter schools are granted more flexibility generally than regular schools, they can develop more innovative programs. Effective school leadership, which includes instructional leadership, team goal-setting and distributed leadership, is one of the most important factors influencing teacher behavior and student outcomes (Wei, Patel, and Young 5). On average they do better at educating poor students from low income families. Low income student usually do poorer than other students. There is a group called The Houston YES Prep Public Schools and they are a group of ten public charter schools. They work mainly with students from low income families. Teachers pay special attention to students that are struggling and works with them. Therefore the students don’t have a chance to get behind. Charter schools helped English language learners and poverty students achieve more than traditional public school. Educators at these charter schools can work effectively in educating English language learners because of the level of self governing given to them. In public school everything is usually taught in English, but the educator in the charter school uses native language instruction programs to assist the students in learning. Among charter schools adding new campuses, the percentage of incoming students whose first language is not English shot up from just under 30 percent two years ago to 55 percent in 2013 (Peyser). The English language learners are growing and will continually grow in the United States. Without a doubt, English language learners make up a good percentage in charter schools. They may excel in one area and need lots of support in another. With that population growth there needs to be a huge emphasis on improving learning for these English language
