The goal of any organization is to develop their employees in order to achieve organizational goals; develop better law enforcement officers and the benefits of seeing those changes. Before an organization can be successful it will undergo a series of developmental changes in order to adjust to an evolving world. In the case study, Chief Mangan’s approach to organizational change would first begin with observing. Chief Manhan observed the work conditions of the current law enforcement officers. Employee morale was low; the department was short staff of officers, officers were using old police equipment, the staff was working out of an old basement, there were no updated locker room or workout equipment (Cordner, 2016, pg. 482). Chief Mangan went to over 400 meetings in the community to gain a better understanding of the community needs and form a partnership with those living in the community (Cordner, 2016, pg. 482). His approach was building a relationship with the community in order to have citizens volunteer with the police department to fill the void of the department being short staff while making improvements. After some time had passed, Chief Mangan next step was to identify natural leaders in the organization and the community to begin building his team (Cordner, 2016, pg. 483). Every department must have a committee that will focus on changes that will occur with the organization. The committee will focus on who the organization is, what issues need to be addresses, what they want to accomplish, how those changes will occur and the benefits of those changes. Next, Chief Mangan committee which included sergeants and lieutenants put in place various divisions within the police department and each division had a goal. For example, the patrol division focused on community involvement which requires patrolling neighborhoods, parks, businesses and keeping the community safe. “Commitment must come initially from leaders with a strong belief that the organization needs to be changed” (Campbell, 2014, pg. 56). Chief Mangan identified those who were good at bringing innovation and change to the department. But it caused some tension because everyone was not clear on their roles which caused issues within the department and among officers.
