Basically, this contract ensures that majority of the beds are filled with inmates, if they already are not. This occupancy rate is expected to be amongst 90% to 100% (Private Prisons, 2013). This is really sad that there are actually contracts that must be adhered to regarding the occupancy rates of prisons, otherwise they have to pay for beds that are not filled. Companies rather build and fill private prisons with people rather than providing financial resources to invest in diversion and treatment programs, which is a more rehabilitative approach.

It is no secret that the US relies extremely heavily on our prison systems to hold citizens that are not currently properly following rules set forth by the US government. The US currently has twenty five percent of the world's prisoner population, despite only having five percent of the world's total population (Incarceration Nation). This clearly displays a problem within our prison system and a disconnect from the values which our country claims to have as our prison rates are currently most comparable to North Korea (Incarceration Nation). One reason why they did this is because they want to stop recidivism and make sure that those who were accused of a crime or even convicted want them to be prosecuted be punished and reformed. The state of Texas, in the present day, is known for having one of the largest prison systems in the world, but this was not always the case. Before and in the early 1990s, Texas dealt with high crime rates and overcrowding in its prisons. However, in the early 1990s, approval for new buildings for prisons passed and created room for criminals to able to serve their sentences. Now with enough cells to punish criminals, the crime rate dropped. The Texas legislature also created the state jail system, which introduced new punishments for some Class A misdemeanors and low-level felonies: 180 days to 2 years in prison and a maximum of $10,000 fine.
Transcendentalists were Americans that believed everyone should be treated equally, so they began six major reform movements. However, I realized that it was not a full reform and revolution due to a few minor obstacles that had not been settled during that period (1911-1937).
