In the article China in 2006: “Focus on Social Development” written in 2007 by Tony Saich, the central argument of the article discusses the plight of the Secretary-General Hu Jintao and his staff’s new emphasis on eradicating corruption within the communist party. Hu and Premier or Prime Minister Wen Jiabao found the two issues that were in need of attention in order to make sure that the Communist Party in China stayed in power. The two obstacles that were in need of change first involved the substantial amounts of corruption within the Communist Party, particularly the senior staff. For example a political rival of Wen Jiabao was Chen Liangyu, he was employed as the Shanghai Party Secretary and was also known as a key member of the “Shanghai Gang”. Chen’s demise came in the form of numerous factors which combined to become too much for him to maintain his political power and brought to light exactly how corrupt China was. First, Chen’s fall from power served as an example for what was to come of local leaders not falling in line with the central government. Next, the increasing corruption within the local governments was viewed in their transactions in numerous unfair local land dealings. Third, numerous incidents surfaced of the government officials and their families’ involvement in neighboring countries affairs involving corruption.
