The city of Houston's planning and budgeting is not only to focus on public safety but to be able to provide communities with services and programs that will directly improve the city overall. The population in Houston is rapidly increasing especially due to the affordable housing, no state income tax, the diverse culture, etc. The city of Houston is a center for production in the manufacturing, gas, and oil industries. Also, it’s a great place for entrepreneurs. Overall, Houston has become a populous city primarily for economic reasons.

The impact of the pandemic was the reason for this increase. In the fiscal year 2021, the public safety budget was $1,548,145,472 . From the previous year, the FY2022 was a 4.7% increase compared to the FY2021 budget. The increase in crime and the increase in population forced the city to prioritize hiring more officers to regulate crime which impacted the budget. In the fiscal year 2022, the public safety budget was $1,591,373,231 . In the fiscal year 2023, the overall budget is a 9.3% increase compared to the FY20222 current budget. The FY2023, public safety budget is $1,652,682,339 . Based on the evidence above, the public safety allocated budget is continually increasing. The mayor and councilman are utilizing the city revenue sources to increase public safety because as the population increases, the need for more emergency personnel increases.
