Civil rights are the basic rights of the citizens to be free from unequal treatment based on certain characteristics such as gender and race, in settings such as employment, education, housing, and access to public facilities. A civil rights violation happens in designated situations where an individual is discriminated against on the basis of a protected characteristic. Most civil rights laws are made through the federal government through federal legislation or case law.
Civil liberties are the basic rights and freedoms that are certain either clearly identified in the Bill of Rights and the Constitution, or interpreted or directed through the years by legislatures or the courts. Civil liberties include freedom of speech, action, privacy, the right to marry, the right to vote, etc.
