In providing health care, the clinical duties between doctors and nurses varies between the U.S. and Austria. Generally, in Austria, doctors have more autonomy in making decisions about their patients than their U.S. counterparts. For example, doctors determine the length of stay in Austrian hospitals while insurance helps drive those decisions in the U.S. Also, I learned that the Austrian healthcare system is not as far along in delegating certain physician responsibilities to nurses. For example, Gesundheit Österreich (2013) and Bruckner (2015, June 23a) indicted that Austria has 4.8 doctors and 7.8 nurses per 1000 pollution; and, the U.S. has 2.5 doctors and 11.1 nurses per 1000 pollution. There are four universities that provide instruction. One of the universities is the University in Innsbruck. However, acceptance into a university program is limited. Practical experience can last three years for general practitioner and up to six years to practice with a medical specialty. And, both general practitioners and specialists must pass an examination before practicing independently. Following the practicum, many doctors work in hospitals because of the limited number of positions linked to an insurance contract. Others apply for a contract with social insurance, or establish a private practice without a contract. And, Schoech (2015, June 24) indicated a new physician can practice anywhere without an insurance contract; but, those that wish to practice under an insurance contract rely on the Chamber of Doctors and insurers to indicate where jobs are available. • Doctors and nurses are paid about twice as much in the U.S. than Austria.
• Doctors in Austria get more paid time off than doctors in the U.S. In addition, a new law limits doctors from working more than 48 hours/week. I’m not aware that the U.S. has a restriction on work hours to that extent.
• People can go to nursing school at age 16 without graduating from high school. It takes three years to become a nurse. While not in existence yet, Austria is considering the introduction of nursing assistants. In the U.S., RNs need at least two years post high school education to become a nurse.
Bruckner (2015, June 23b) shared another interesting human resource fact. She stated that nurses are able to take up to one and one half years off for maternity leave with job protection up to four years. Husbands get two months of maternity leave. All this time is paid time off. When a nurse returns from maternity leave, the nurse can decide how many hours she wants to work and what days she wants to work.
