The international system being made up of a structure of states means that their actions are defined by the disorder and the order in said system. Many theorists believe that disorder, or anarchy, is the foundational element of the international system, including realists. While others believe that there is anarchy within the system, however, the order that is created by states’ actions is what defines the international system, such as liberalists and regime theorists. While they do recognize the disorder within the international system, liberalists tend to see the world with hope for making it safer and more peaceful through cooperation (Mearshimer, 15). While Realism is defined by disorder in the international system, liberalism is based on order. One of the main aspects of liberalism is the idea of good and bad states. Good states are ones who “pursue cooperative policies” and do not initiate conflicts between states (Mearshimer, 16). Liberalism is the optimistic international theory that supposes that order is the best practice for the benefit of the international system. They believe that with economic interdependence and states being democracies there would be no reason for any power moves to happen. Liberalists believe that globalization has allowed for states to seek cooperation and order within the international system. Along with liberalism, regime theory is dependent on order in the international system. While it also recognizes that anarchy is there, the theory states that states will seek order and through their cooperation will develop regimes for the states to follow.
