Policy Outcomes Constitutive and Operational Definitions A constitutive definition provides meanings to words by using synonymous words that can take on different numerical values (Dunn, 2012). Constitutive definition is useful because often words or concepts have slightly different meanings to individuals and it can help with providing a more precise meaning for a group. An operational definition provides constructs that translates into specific objective assessment measurements (McKay, 2008). Operational definitions support the measuring to determine success or failure. Three examples will be used to illustrate constitutive and operational definitions.
