V. Cuba’s Domestic Policy
As mentioned before, Cuban policy to reform the land spearheaded by the communist Nunez Jimenez did not fare well with the democratic and anti- communist United States. The INRA or Land Reform National Institute had complete authority over the Cuban economy during the early years of the Revolution (Staten). Concurrently, the Central Board of Planning directly led by Fidel Castro was created in 1960 to coordinate the private sector with the government’s economic and fiscal policy. Then Cuban Industry minister Che Guevara implemented his own sense of understanding of the socialist economy, creating a focal management system based on the merits of production targets rather than product profitability (Sandison). The Soviet Union being the motherland of Socialism viewed this as the perfect place to advertise and repute its ideologies and practicality. The increasing economic integration of Cuban economy to the Soviet created a sort of balance in Cuban politics (Staten). The failed socialist economic method of Che would be later be labeled as “idealist mistakes”, following the failure of the sugar harvest of 1970. Castro’s Cuba took a path toward more traditional, dogmatic view of Marxism, following a path of Rectification. Although contrasting with Gorbachev’s pragmatic and practical assertions of a socialist state, Cuba led its Rectification Campaign in full fledge as the government nationalized almost all of Cuban economy (Paterson). Steering away from the future-oriented Soviet leadership, Castro took Cuba through the backward way. The first steps of the Rectification Campaign took place in the army, without any opposition following the American invasion of Grenada (Gellman). Despite common characteristics with the socialism from the Soviet, Cuba took a different route. A route taken by few nations at the time, believing in the failure of the European communism, Castro took Cuba through a rough patch to show the world that he is willing to do the necessary in order
