INTRODUCTION:

This case involves the suspect being arrested for driving under the influence of alcoholic beverages in violation of CVC 23152(a)-DUI and CVC 12500(a)-Unlicensed Driver.
LOCATION DESCRIPTION:
This incident occurred on Howard Street east of Lincoln Avenue.

INVESTIGATION:

On 09-17-16 at 2046 hours Officer Harrell #3441 and I were traveling south on Lincoln Avenue approaching Washington Boulevard. We were flagged down by an anonymous female Hispanic who was traveling northbound on Lincoln Avenue from Washington Boulevard.

I arrested Jacobo for CVC 23152(a)-Driving under the influence and CVC 12500(a)-Unlicensed Driver. I advised Jacobo of his obligation to submit to a chemical test. Jacobo understood his choices and agreed to take the breath test. Patrol Unit #44 camera system was activated during the Standardized Field Sobriety Test.

Jacobo’s agreed to have his vehicle released in the field to Martin Mendoza-Tolentino (CDL# Y2440415 and DOB of 04-13-73).

Officer Harrell and I transported Jacobo to the police station for booking and the breath test. Officer Marin #5450 responded to the police station to assist with Spanish translation and conduct the breath test. I observed Jacobo continuously for 15 minutes prior to him taking the breath test. Once this was done, Jacobo took and did not complete the breath test. Jacobo did not blow into the machine long enough for a reading. Jacobo agreed to take a blood test.

Officer Harrell escorted Jacobo to the Pasadena Jail booking area clinical room. Jacobo signed the consent for blood withdrawal. On 09-17-16 at 2231 hours, RN N. Gardoce withdrew blood from Jacobo’s right arm. Gardoce used hydrogen peroxide to clean Jacobo's right arm before withdrawing the
