A. -#1 Problem Statement The Los Angeles County Department of Children and Family Services (DCFS) is responsible for children’s safety and wellbeing. DCFS was established in 1984 but it was previously known as different entities. DCFS’s directive and mission is “to practice a uniform service delivery model that measurably improves child safety, permanency, access to effective and caring services” (DCFS, 2015). Currently DCFS is going through changes to better themselves and the services that they provide to their clients. These changes are a result both of lawsuits that target DCFS’ alleged deficiencies as well as DCFS’ internal needs assessment in projecting program deficiencies and client needs (Katie A, 2009). With drug traffickers facing the death penalty, life sentences and 10-20 year sentences for drug trafficking, their focus changed to something that can leave millions in their pocket with a resulting slap on the wrist if they get caught (Cramer, 2008). “Pimps are generally charged under federal human trafficking laws, which can carry significant prison terms. But they are difficult cases to prosecute [because victims] are often too afraid of their pimps, too in love, or both, to testify against them” (Cramer, 2008). As a result girls have become the new drug for drug dealers who have become pimps. Almost all California legislation is centered on human trafficking with a concentration in sex trafficking.
