In the novel version V for Vendetta by Alan Moore and David Lloyd, characters like Evey, Gordon, and the movie version V for Vendetta by director James Mc Teigue are based on a vigilante that seeks to stand up to the government using terrorist tactics to try to spark a revolution of change.
