He was created as a replacement for Oswald the Lucky Rabbit. In 1927, Disney was created Oswald as first cartoon. Charles Mintz was poorly received and demanded a better version of Oswald. A trolley troubles was officially launched as a next cartoon and it was well-received. In 1928, Disney was having financial problems and demanded an increased budget from Mintz which he refused.
