In 2004, when Librarian of Congress James H. Billington presented the honor to Parton during a performance, he praised the singer for her "meteoric musical career while remaining faithful to her origins" and her "passion to assist others."
Billington claimed that "Dolly Parton has made an indelible mark on pop culture." The artistry, heart, and soul that Dolly brings to everything she does are on full display in her many accomplishments, including her contributions to crossover music, her ability to give voice to women's issues, and her preservation of her early Appalachian roots.
