The US congress consists of two houses: the Senate and the House of Representative. Congress has been representing the general public in US. But now a day it has been losing the ability to represent people. They are responsible to pass new legislation and to keep their position among people. But within a short period of their carrier it is really difficult to manage budgets to pass new laws and sustain as a member so members of congress are becoming corrupted. Congress itself knows that it is sick. As per Debate.Org, Supreme Court justice Anthony Kennedy has shown that Congress is broken by saying "politically charged issues should not be made by 9 unelected judges from a narrow legal background that Congress cannot." Assuming this argument is correct, gridlock, ideological polarization and a general decline in civility in congress are the reasons for the dysfunctioning of Congress. …show more content…

It is a condition when the congress members are not able to pass any new legislation due to various reasons. The frequency of legislative gridlock for the recent couple of decades is fluctuating as shown in the figure below: As we can see in 1999, the percent of legislative issues in gridlock has reached the peak in congress. And it has consistently being fluctuating and has been doubled since 1950s. As per this chart 75% of salient issues are in grid lock today. The main reason behind this is the difference of ideology among the members in congress. They have to work together to pass any new legislation but it is not what’s happening so that’s why gridlock is responsible for thedysfunctioning of Congress.
