Joaquín “El Chapo” Guzmán Loera is the notorious leader of the Sinaloa drug cartel, and has become public enemy number one over the last couple years (Bogan 2009). From working with drug dealers at a very young age, El Chapo learned the ways of drug smuggling and founded the Sinaloa cartel in the 1980s. The cartel went on to become one of the largest criminal organizations in the world. Today the cartel “[controls] anywhere from a third to half of the wholesale Mexican drug market” (Bogan 2009). The cartel was established when there was an absence of crime in the Sinaloa region of Mexico. Benson and Decker (2010) state that efficiency, security, and minimizing risk (P.310) are the main components as to why the form. By having more people working towards one goal such as selling drugs, tasks can be further divided up to finish faster which means more production can happen. For example, in the Sinaloa cartel, El Chapo is seen as the leader of the organization but other members such as El Azul and El Mayo who run operations within the larger organization. Moreover, having more members in the organizations can lead to a more security. Not only are there more people to protect a member but this also means that there can be someone to take the blame if needed (Benson and Decker 2010:137), something that is commonly done in large organizations such as the Sinaloa cartel. Risk is also minimized in larger organizations because there are more people involved so if anything were to go wrong, there can be a diffusion of responsibility but also more people to reduce the “risk of detection” (Benson and Decker 2010:137). Benson and Decker’s research is significant to understanding the foundations of criminal organizations, which can then help explain why they emerge. If the foundations are weak, such as having higher risks of getting caught with drugs, organizations will not develop as effectively as they
