Introduction The Epang Palace was a policy decision center that was planned to build in Qin dynasty. Now it is located at 13 kilometers west of the Xi’an city in Shaanxi province. The former palace is the main palace of the Epang palace and it retains 447,600 square meters of the rammed earth site in today. The construction of the Epang palace at the Shang Lin Yuan, in the south of the Wei Shui, started from 212 B.C. When Qin Shi Huang died, all the workers of the Epang Palace construction were arranged to complete the tomb of Qin Shi Huang, the construction stopped. After seven months later, the construction continued. Finally, it terminated when Qin Er Shi committed suicide. Furthermore, the political activities in the period of Qin Er Shi and the Qin Huang Ziying were in the Xian yang palace or the Wang Yi gong without the mention of Epang Palace (Yang & Duan, 2006). The scholars also stated that the constructing process of the former palace and the other buildings did not accomplish attributable to the large scale of Epang Palace’s constructions (Luo, 2007; Yang & Duan, 2006) and the decline of the dynasty (Yang & Duan, 2006).
