As you may or may not have known Bureaucratic discretion is the ability of bureaucrats to use their own judgment to determine the best solution to implement laws. Bureaucratic discretion was designed to help bureaucrats in situations where a clear answer cloud not be reached so it's up to the bureaucrats to used their experience and wisdom to come up with an answer.
