The policy also caters for the disadvantaged groups in the society in terms of discrimination. The policy was adopted in order to promote job and education among the minorities including people with special needs. The Department of Labor is assigned the role of ensuring that this policy is implemented. The department thus ensures potential employers hire individuals not on the basis of their color, religion, nationality or social status. The general and most used definition is that it is the preferential treatments of individual or categorical groups in the society based on their race.The most attributed reasons for this vice is historical and also psychological reasons. This means that even the most discriminated racial groups practice psychological discrimination unknowingly by associating with groups of similar characteristics.This is evident in the questionnaire whereby 93% respondents of diverse ethnic groups described that they would encourage more of their racial groups added to the workplace or school. Another factor that catalyzes this phenomenon is stereotypes that tend to name certain groups as superior to others. The poor whites are estimated to be approximately 10% while the Native Americans are estimated to be 20%.Therefore resulting in high numbers of black high school dropouts compared to the whites in the ratio of 10% and 7 % (Kalev, Dobbin & Kelly, 2006). Critics have challenged this policy mainly because it creates a sense of race-consciousness leading to the affected groups feeling to face the economic
