Collectivization had resulted in seize of all controlled lands and animals, in a nation where eighty percent of the citizens were farmers. Among these individuals, there was a social class of farmers called Kurkuls by the Communists. These farmers often hired other peasants for labor, and also used heavy machinery. The Communist Party introduced a new policy of “elimination of all kurkuls as a social class” in 1929. This resulted in many kurkuls disappearing, due to starvation, and constant murders, by being labeled an “enemy of the state.”

The main goal of the propaganda bridgade was to show the farmers the policy of collectivization of grain was supported by the industrial sector of the Communist Party. The harvest of 1932 was the beginning of hard labor inflicted among the farmers. Since the beginning of the harvest till the end not a single pound of wheat was distributed among the villages. The farmers could not obtain any of the wheat they mass produced in the harvest of 1932. This led to wide spread famine, many people searched everywhere grateful to even obtain a grain of bread. Along with the harsh winter storms, many villagers died looking for any edible food in forests. The bread procurement commission was an organization set up by the Communist Party. There abilities were measured by the amount of harvest they can extract from the farmers and the number of farmers they can collectivize in the shortest amount of time.
