The theory behind law enforcement having adopted military style tactics and equipment has originated since the 1970’s. The militarization of law enforcement has become a concern in the United States by each sides of the political spectrum. Many arguments have been raised the officer’s safety, to the protection of civilian’s life. However the controversial statistics have shown the alarming numbers of violent encounters between civilians when armed with such equipment. The main topics that have become reviewed by peers were the psychological effects on officers and civilians. The detailed history and records of these incident have become well documented and will continue to gain publicity as our Civil Rights become violated. The American Civil Liberties Union (ACLU) have become very aware of the militarization going on, but have also noticed that these events have little public oversight. The article Local Democratic Oversight Of Police Militarization, talks about four main aspects of police militarization. Number one, the “1033 program” that launched in 1990 that allows the U.S. Defense Department to transfer military equipment to local law enforcement agencies. Number two, The use of federal law enforcement agencies, SWAT team. Number three, The local law enforcement uses of SWAT. Number four, the culture of fear and control, rather than safety in the communities. The article states the 1033 program does not only transfer weaponry, but also battle dress uniforms, night vision goggles, etc. The majority of what is transferred consists of heavy machinery, such as a Mine Resistant Ambush Protected (MRAP) vehicle. Local law enforcement ages have received billions of dollars through that program, and equipment ranging from ammo, to tactical trucks.
