Boxer’s loyalty to Napoleon was very strong but, if you notice, his loyalty is to Napoleon. Napoleon would blame everything on Snowball because he wanted to be the perfect leader and Squealer, his secretary, brainwash all of the other animals. “Do you know who is responsible for this?
