Mill argued that it is best for the individual specifically persons to be given freedom and freedom to develop their own character. He went a had onto saying that, the world is made up of so many people and within these people they are made up of different natures, societies and communities so all of them should be given space and time so that they could discover and develop their own personalities in their own freedom. Human freedom is not guaranteed to be exercised especially in the form of government we have today in the world. Human beings should be free to think whenever they are able because when people are free to think and act there is a tendency of improvement in the society , although not all the ideas are useful but we also belief that not all the ideas from people are of no good.

In nineteen century the world was not so much developed like the way we have it today. By then most of the people had no enough access to the knowledge compared to today. Most of the system of governance in nineteen century was more of dictatorship and tyranny government these would have cause a lot of problems to those trying to practice freedom and liberty. By then those found talking about freedom are always treated as the threat to the government unlike today where all forms of freedom are guaranteed especially in the developed nations.
