The Federal government became involved in public health because the State and Local government needed some assistance. The justification came for the Constitution, although the Constitution do not mention health it did stated that the Federal Government must promote the general welfare and provide for the common defense. The Federal exercised taxes to raise revenue in the form of grants to aid the State financially. In 1965 the Federal government became the major purchaser of Healthcare in the form of Medicaid and Medicare, and in 1965 the CDC came into existence (Turnock, P 99).
